This Section will perform the following activities:-

  • Coordinate staff recruitments, selections, placements, confirmations, promotions, transfers and retirement;
  • Interpret and administer adherence to Public Service Regulations, Standing Orders and other Labor laws;
  • Carry out human resources planning to determine demand and supply for professionals under the Hospital;
  • Administer salaries and process payrolls;
  • Coordinate implementation of Open Performance Review and Appraisal System (OPRAS), assess the appraisal results and prepare implementation report;
  • Process and update records of various leaves of absence;
  • Oversee employee’s benefits (pension, allowances) and other entitlements;
  • Prepare Annual Personnel Emolument Estimates;
  • Oversee services related to separation from the service (retirement, resignation, etc);
  • Prepare and implement succession plan;
  • Facilitate orientation/induction programs for new entrants;
  • Carry out training needs assessment;
  • Prepare and implement training programs;
  • Facilitate Human Resource trainings and career professional development, performance improvement, part-time and pre-retirement;
  • Facilitate human resource development (training, coaching, mentoring, and job rotation);
  • Monitor and evaluate implementation of institutional training;
  • Carry out assessment of professional requirements for the institution development and implement staff development plans;
  • Initiate and co-ordinate in-house courses and on-job training;
  • Maintain training records;
  • Provide secretarial service to the Appointment Committee; Training and Professional Development Committee; and
  • Coordinate and supervise the preparation and implementations of the Hospital Staff Service Regulations;
  • Supervise the commencement of all Disciplinary matters and procedures;
